Social Media Strategy Consultant – Terms of Reference


The African Agricultural Technology Foundation (AATF) is a not-for-profit organisation that facilitates and promotes public/private partnerships to access, develop, adapt and deliver appropriate agricultural technologies for sustainable use by smallholder farmers in Sub-Saharan Africa. It is headquartered in Nairobi, and its mandate covers Sub-Saharan Africa.

Purpose of the Assignment

The main objective of the assignment is to hire a consultant (organization or individual) to develop AATF Social Media Strategy. AATF seeks to hire a Social Media Strategy consultant to support the realisation of its communications goals; to define how it will use social media platforms to achieve its communications objectives and reach out to online communities.

Scope of engagement

Bidders are hereby invited to submit proposals and quotations on the basis of the following scope:

  • Developing social media strategy for African Agricultural Technology Foundation (AATF)
  • Developing detailed M&E framework for AATF Social Media Strategy
  • Incorporating strategies for social media campaigns, digital productions and paid for digital contents for online social media platforms in the social media strategy.
  • Preparing detailed budget for the implementation of AATF Social Media Strategy
  • Identifying online target audiences for social media platforms and campaigns
  • Implementation plan and tracking method; outlining how the strategy will be executed
  • Presentation and a validation workshop
  • AATF will provide the respective consultant with the draft Job specification and any other relevant information required by the service provider.


Failure to provide all or any part of the requested information –in the required format – will result in a proposal being excluded from the evaluation process.

  • Description of your organization, its primary business activity, clients, experience, management, etc
  • Affiliation with relevant bodies as a consultant will be an added advantage.


The consultant must have a good track record in developing social media strategies for developmental organizations/initiatives; preferably with agricultural or environmental organizations, and a good understanding of digital marketing for not-for-profit organizations. Proof of evidence should be provided.

Recruitment guarantee for the consultant.


  • Cost of the assignment must be clearly stated on the proposal
  • The services above are to be carried out over a period of approximately two months between April and June 2017.


AATF reserves the right to request new or additional information regarding each service provider and any individual or other persons associated with its project proposal.

AATF reserves the right not to make any appointment from the proposals submitted. Service providers shall not make available or disclose details pertaining to their Project proposal with anyone not specifically involved, unless authorized to do so by AATF.

Service providers shall not issue any press release or other public announcement pertaining to details of their project proposal without the prior written approval of AATF.

AATF Service providers are required to declare any conflict of interest they may have in the transaction for which the tender is submitted or any potential conflict of interest. AATF reserves the right not to consider further any proposal where such a conflict of interest exists or where such potential conflict of interest may arise.

Reporting system

During this assignment, the consultant(s) will report  directly to Programme Officer – OFAB.

Dateline for Implementation

Your preliminary proposal, date plan and cost estimates, should be addressed to Procurement Officer, AATF by email at: by COB on 8 May 2017.

Confidentiality Statement

All data and information received from AATF for the purpose of this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to AATF.
