Organizational Context.

AATF is an international not-for-profit organisation that facilitates and promotes public/private partnerships to promote food security and enhance livelihoods of smallholder farmers in SSA.  AATF works with African governments, private and public technology owners and developers, NGOs, seed companies and African smallholder farmers to identify and access technologies that address farmers’ key problems and empower them through availability of a choice of agricultural innovations that generate wealth and health for their families and communities. AATF is a registered charity under the laws of England and Wales and has host country status with the Government of Kenya. The Foundation depends on the ongoing support and collaboration of different partners and investors to meet its objectives.

Based at the Rwanda Agriculture and Animal Resources Development Board (RAB) Kigali Rwanda, The Programme Coordinator will be seconded by DG-RAB. The Coordinator will be responsible for in-country coordination of tasks assigned to RAB, Rwanda in the CMP Programme.

The Coordinator will work with the Programme Finance Assistant and Programme Administrative Assistant, seconded by DG-RAB to the Programme. The Coordinator will work with the RAB Principal Investigator for Cassava, Principal Investigator for Maize and Principal Investigator for Potato, all assigned by the DG-RAB for smooth implementation of the Programme workplan. The primary report will be DG-RAB and the secondary reporting will be to Programme Manager at AATF

Key Functions and Responsibilities:

The Coordinator will also:

  • Lead in the implementation of in -country joint activities
  • Facilitate the day-to-day functions of the Crop PIs in Rwanda
  • Liaise with OFAB -Rwanda to implement Communication and Advocacy
  • Liaise with AFS, MEDA and Programme Manager at AATF to facilitate synergy in Outreach activities.
  •  Identify joint Capacity enhancement activities
  • Participate in joint in-country procurement
  • Facilitate in-country planning of key events including Project planning and review and participation of partners and required in-country logistics
  • Liaise with government agencies to facilitate in-country development of operation guidelines where necessary
  •  Participate in the development of documents required by the Institutional Biosafety Committee or technical reviewers
  • Coordinate Application, their reviews and submission to REMA
  • Support the development of cross-cutting guidelines and procedure s such as those for Conduct of CFTs, Stewardship, NPTS etc.
  • Undertake Meia Liaison in conjunction with OFAB and AFS.
  • Participate in development of In-country seed production strategies for each crop in liaison with MEDA. IITA, Seed Companies, Variety release Committee and other partners.
  • Facilitate Application for variety release for all the crops
  • Identify in-country challenges that can hinder the implementation of the Programme and work with the AATF Programme Manager to address them.

Recruitment Qualifications:

  Education:M.Sc. or PhD degree in Molecular genetics, plant breeding, Biological sciences, or Crop protection.
  Experience:Ten (10) years minimum of practical experience in a relevant field (as specified above).
Good practical background in Project/Programme coordination.
Knowledge of regulatory and bio-safety issues associated with GM technology.
Extensive experience in deployment, innovation management and commercialization of technologies/products.
Experience in resource mobilization.
Language Requirements:Fluency in written and spoken English. 
Knowledge of French is an advantage
