1. Background and Context
AATF is a not-for-profit organization that is driven by the vision of a prosperous, resilient, food and nutrition secure Africa, where smallholder farmers’ livelihoods are transformed through agricultural innovations. AATF a five-year strategy (2023- 2027), dubbed Scaling for Impact. The strategic plan is anchored on three Strategic Objectives (SO) which are:
- SO1: Diversify agricultural technologies and expand frontiers for next-gen products in Africa.
- SO2: Accelerate the commercialization and scaling of agricultural technologies.
- SO3: Promote the creation of a functional enabling environment for increased uptake of agricultural technologies and efficient markets.
To address a wide range of issues that impact farmers, AATF has cross-cutting priorities (CCPs) that underpin the strategic objectives above, these CCPs are as follows:
- CCP1: Improve climate change resilience among farmers in Africa.
- CCP2: Enhance access to resources, agribusiness opportunities and technology for women and youth.
- CCP3: Improve nutrition for farmers and consumers in Africa.
- CCP4: Build knowledge and foster evidence-based decision making.
For effective result-based management, AATF has developed frameworks for tracking the Key Performance Indicators (KPIs) and various templates for tracking performance. It is in this regard that the organization seeks a consultant to help in dashboard development. The main objective is to create visually appealing and intuitive dashboards and reports for the organization KPIs that effectively communicate insights and trends.
2. Scope of work
The scope of work for the assignment entails:
- Dashboard Design and Development:
- Design visually appealing and user-friendly dashboards and reports using Power BI.
- Customize the layout, colour scheme, and branding elements to align with the organization’s branding guidelines.
- Develop interactive features, such as filters, slicers, drill-down functionality, and tooltips, to enable users to explore and interact with the data.
- Data Integration and Transformation:
- Connect Power BI to relevant data sources and integrate data from multiple systems, if necessary.
- Perform data cleaning, transformation, and modelling to ensure data accuracy and consistency.
- Create calculated measures and data relationships to support the desired visualizations.
- Testing and Validation:
- Conduct thorough testing of the customized Power BI dashboards and reports to ensure data accuracy, functionality, and performance.
- Customize the dashboard reports for various users at AATF.
- Ensure effective data story telling is achieved from the KPIs being tracked.
- Training and Documentation:
- Develop user guides, documentation, and training materials to support users in navigating and utilizing the customized Power BI dashboards and reports effectively.
- Conduct training session to familiarize users with the customized Power BI features, functionalities, and best practices
3. Required skills and competencies:
- The prospective consultant(s) should have a proven track record in dashboard development for an organization, especially for development work.
- Experience developing Dashboard using Power BI or Tableau
- Capability and capacity to deliver against set objectives within a reasonable budget and agreed schedules.
- Strong analytical and data story telling skills.
- An understanding of agricultural key performance indicators is an added advantage.
4. Expected deliverables.
The consultant will be expected to deliver the following:
- Customized Power BI dashboards, including visually appealing and interactive visualizations covering all the strategic objective indicators.
- Documentation/ user guides for using the customized Power BI
5. Timeframe
The consultancy is scheduled to begin in April 2024 and June 2024. The definitive timeframe and planning for execution will be agreed with the Management.
6. Application Requirements
Interested Individual consultant(s)/consultancy firms are expected to submit the following:
- Technical Proposal (Not more than 4 Pages)
- A Financial Proposal (Not more than 1 Page)
- Profile of the consultant(s)/firm and capacity statement.
- Proof of experience in handling similar projects.
- List of past and present clients for which the consultant(s)/firm has already conducted a similar job.
- Certificates of completion/recommendation from previous clients preferably in areas of development work.
- Any other information to support your proposal.
7. How to apply

8. Evaluation and Award of the Consultancy
AATF shall evaluate the proposals and award the assignment based on technical and financial feasibility. AATF reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder.
9. Terms and conditions of the Proposal
AATF reserves the right to request new or additional information regarding each service provider and any individual or other persons associated with its project proposal.
AATF reserves the right not to make any appointment from the proposals submitted. Service providers shall not make available or disclose details pertaining to their Project proposal with anyone not specifically involved, unless authorized to do so by AATF. Service providers shall not issue any press release or other public announcement pertaining to details of their project proposal without the prior written approval. AATF Service providers are required to declare any conflict of interest they may have in the transaction for which the tender is submitted or any potential conflict of interest. AATF reserves the right not to consider further any proposal where such a conflict of interest exists or where such potential conflict of interest may arise.
10. Confidentiality Statement
All data and information received from AATF for the purpose of this assignment are to be treated confidential and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to AATF.
